WHAT YOU WILL DO:

As the Senior Manager of IT Systems, you will serve as a key representative of Information Technology Services (ITS), collaborating with various government agencies at the federal, state, and county levels and external vendors, service providers, and partner organizations. Your role will be instrumental in fostering strategic partnerships and ensuring the successful delivery of ITS products, services, techniques, and tools to support Unemployment Insurance, Workforce programs, and other agency divisions. You will provide project management leadership, overseeing the governance of technology initiatives to ensure that efforts are methodical, timely, and effective. In addition to managing ITS projects, you will coordinate cross-agency technology efforts, maintain compliance with state and federal regulations, and ensure that IT services align with business needs and long-term agency goals.

The primary objective of this position is to:

  • Enhance agency success through strategically managing technology resources and projects in close collaboration with agency programs.
  • Oversee ITS investments, ensuring they are sustainable, cost-effective, and aligned with the agency’s strategic plan.
  • Manage internal ITS functions, work intake processes, and application validation to ensure efficiency and compliance. This role requires a strong governance mindset, ensuring that ITS projects meet business objectives while adhering to Oregon statutes, regulations, standards, and policies.
  • Guide infrastructure modernization, operational efficiency, and digital transformation initiatives, helping the agency evolve into a more connected, service-oriented, and technology-driven organization.

WHAT WE ARE LOOKING FOR:

Required Minimum Qualifications

  • Six (6) years of supervision, management, or progressively related experience; OR
  • Three (3) years of related experience and a bachelor's degree in a related field.

Desired Attributes

  • Extensive experience in network administration, telephony systems (VOIP, Call Center, IVR), cloud computing, cybersecurity, and IT service management (ITSM).
  • Demonstrated experience with Active Directory and Azure Cloud.
  • Experience developing, securing, and maintaining enterprise-level IT systems, including call centers, servers, networking, telephony services, and cloud solutions, ensuring reliability and scalability.
  • Experience developing strategic plans and budgets proposals for telephony and network infrastructure. This includes negotiation, staffing, equipment, and technology forecasting and implementation to ensure fiscal responsibility throughout the biennium.
  • Demonstrated ability to apply an equity lens to IT operations, promote inclusive work environments, and align IT strategies with agency DEI goals.
  • Demonstrated experience leading teams through IT infrastructure transitions, managing IT governance processes, and overseeing change management initiatives to transition from legacy to service-oriented architectures.
  • Experience managing relationships and serving as a key liaison between IT staff, program teams, and external partners, including state and federal agencies, vendors, and service providers.
