Job Summary

The Office of Research, Operations and Innovation is dedicated to enhancing operational efficiencies and services in collaboration with all departments and agencies under Cook County government. The office currently focuses on the following areas: Performance Management and Process Improvement. Performance Management involves helping departments improve their effectiveness by setting clear goals, developing performance metrics, aligning efforts with organizational objectives, tracking progress, and identifying areas for improvement. Process Improvement includes working with teams to analyze current processes, identify bottlenecks or inefficiencies, and implement solutions that enhance outcomes.

Analyze performance measurements and make policy recommendations regarding department performance. Assist in conducting performance studies regarding fiscal and management operations and researching similar governmental entities for informational and comparative purposes. Develop strategies to address operational inefficiencies, create cost savings, and improve employee performance by analyzing organizational planning, operations, staffing requirements, and other performance measurements. Establish and maintain communication with departmental performance management liaisons, answer inquiries, and inform contacts of changes in policies or practices. Consult other staff and leadership for more complex issues and challenges.

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor's Degree and
  • Two (2) years of business operations, project management, change management, government program administration/operations or directly related experience.
  • OR-
  • An equivalent combination of education and/or experience is required.

  • Degrees awarded outside of the United States with the exception of those awarded in one of the United States territories and Canada, must be credentialed by the World Education Services (WES), Educational Credential Evaluators (ECE) or a National Association of Credential Evaluation (NACES) member organization.


Knowledge, Skills, Abilities And Other Characteristics

  • Skill in analysis and ability to understand and grasp details, policies, protocols, systems, procedures, and technical vernacular as they pertain to County offices and agencies.
  • Ability to learn and understand the operations and organization of a governmental entity.
  • Knowledge of the Microsoft Office Suite. Skill in PowerPoint, Excel, and Word. Ability to perform data changes and data entry functions.
  • Ability to communicate effectively, both verbally and in writing, with internal personnel and the general public.
  • Ability to prepare and present project outlines, reports, or statistical presentations to others.
  • Skill in executing moderately complex data collection, synthesis, analysis, reporting, and development of recommendations to support functional area(s), where analysis is often procedural and straightforward.
  • Ability to provide support and collaborate with team members and entry-level management to drive accuracy and precision in analysis.
  • Knowledge of procedural analytical practices to perform moderate studies and continually adopt new


methods.

Physical Requirements

Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
