The Federal Research Center White Oak at 19030 New Hampshire Avenue, Silver Spring, MD 20993, is a campus that houses Federal Drug Administration (FDA) mission-critical research facilities and support offices. The campus is on a site of 700 acres, which includes over 20 buildings, three parking garages, and smaller support buildings, such as a guard house and truck screening buildings.
The Client is implementing a variety of energy conservation measures (ECMs) through the Department of Energy’s (DOE) Energy Savings Performance Contracts (ESPC). An ESPC is a partnership between a federal agency and an energy service company (ESCO). The ESCO conducts a comprehensive energy audit for the Federal facility and identifies improvements to save energy. In consultation with the Federal agency, the ESCO designs and constructs a project that meets the agency's needs and arranges the necessary funding. The ESCO guarantees that the improvements will generate energy cost savings sufficient to pay for the project over the term of the contract. After the contract ends, all additional cost savings accrue to the agency.
Components of the project include: ECM 1 Battery Energy Storage System (BESS) This ECM will transfer most of the spinning reserve from the turbines to a BESS. The BESS includes the installation of a system with a capacity equal to 6MWAC/7.9MWhDC using lithium-ion technology batteries. If an online generator asset was to become inoperable, the BESS is dispatched to provide the power previously supplied by the unit that just tripped. The BESS gives the plant operators time to bring an alternate power generation asset online. The primary benefit of this ECM is the improvement in the turbine generators’ efficiencies, and as a result a reduction of fossil fuel consumption, yields savings and carbon reduction for the campus. A secondary benefit is the reduction of turbine operating hours which extends the life of the units.
ECM 2 Lighting The purpose of this ECM is intended to reduce the electricity usage of the current lighting system by upgrading the existing lighting to light-emitting diode (LED) and controls when required to maintain existing dimming functionality.
ECM 3 Water Conservation The survey focused specifically on plumbing fixtures, i.e., faucets, showers, toilets, urinals, domestic hot water, kitchen equipment. The water conservation ECM will standardize plumbing components across more of the buildings so that the facilities management can have fewer stocked items. Scope includes replace gravity toilets, replace urinals, retrofit lavatory, lavatory, kitchen/break room sink faucets with 0.5-1.0 aerators and replace showerheads and wands with 1.5 GPM showerhead/wands.
ECM 4 Transformers The standard, indoor, and dry-type low voltage transformers audited at FRC White Oak will be replaced with higher efficiency E-Saver units whose efficiency exceeds requirements of U.S. DOE CSL-3, NEMA® Premium, and the new, more stringent U.S. DOE 2016 legislation. An audit identified 98 transformers to be replaced. This measure has the additional benefits of infrastructure renewal, the associated improved electrical system reliability, and reduced heat in the electrical rooms. Higher efficiency transformers have lower losses than standard models. Losses turn into heat to the space. Low-load and no-load losses are significant in standard models because transformers that are energized do not have a lot of load waste energy. The replacement transformers are optimized for the light, non-linear loads that are expected for these applications. Footprint, impedance, internal terminal layout, inrush, fault, and arc flash levels will be adjusted to meet the requirements.
The CM is responsible for managing all phases of the project, from pre-construction through to project closeout, culminating in a single, comprehensive project outcome.
Daily Responsibilities:
Provide comprehensive management services across four primary phases:
Design/Pre-Implementation, Implementation, Commissioning/Proof of Performance, and Closeout/Project Acceptance. The CM's work is focused on producing a single, final deliverable, with each phase contributing to the overall project’s success.
Upon completion of design and ensuring that the ESCO's design intent is refined and clarified as necessary, the work will be on-site construction administration for the project - Client communication, weekly meetings, project costs, project schedules, Quality Assurance, daily reports, monthly reports, tracking submittals and RFIs, problem solving, etc. Interact with the Owner and project team to proactively work through issues for successful projects.
The CM staff will be this (1) Project Manager position and (3) Inspectors.
Required Qualifications (Experience, Education, Certifications, Clearances, etc.):
Full-time engagement from the commencement of the contract through the close-out stage. Must be capable to oversee multiple projects at one time, depending on the ECM scope and phasing plan.
